Actually, using hot water/rubbing alcohol is a very common way of coating the sulfur/charcoal with the oxidizer. Normally it is done when you don't have a ball mill, and need smaller amounts of black powder.

Heard quite a few say DIY black powder is cleaner, not sure about that . Seemed about same when cleaning my rifle . Did have 1 mishap, I didn't have a ball mill or a rock cleaner so I put a bolt threw the lid of a quart mason jar and chucked it in my cordless drill . Have not made black powder since I was, oh, 12. I have a Harbor Freight tumbler with its two rubber chambers suitable for milling BP. (I don't use the small rubber chambers for brass cleaning as I built a larger chamber from 4" PVC that holds more and is easier to seal and open.) Making black powder is more complex than simply mixing the three ingredients together. This is in fact called green powder or polverone which burns slowly and inefficiently leaving lots of un-burnt solids behind. The charcoal must be ground into a very fine powder. Commercial manufacturers use large machines known as ball mills to crush the charcoal and sulfur. A ball mill is basically a large rotating drum filled with charcoal, sulfur and a crushing agent, such as lead balls or heavy stones. The mill is rotated at high speed for up to 48 hours or longer.
