The Civil War Trust has negotiated to purchase a property on the Shepherdstown Battlefield and has asked for the Shepherdstown Battlefield Preservation Association's (SBPA) help in funding the purchase. The property, with a house, is 1.6 acres and contiguous to the Cement Mill property. The price is $185,000.

The Cement Mill property was purchased for $375,000 by the JCHLC in 2011 with funds garnered by the SBPA, the CWT, Save Historic Antietam Foundation, Inc. and a final contribution from the office of West ia Governor Earl Tomblin. Approximately, 102 acres of the core of the site of the Battle of Shepherdstown have now been saved and preserved.

He actively sought mill workers, and by the 1790s the population was over 1,000. The community was first called Pack Horse Ford. Shepherd was granted a charter for the town of Mecklenburg in 1762. In 1798, the town's name was changed to Shepherd's Town to honor the founder. Just down river was Boteler's Cement Mill.

The cement mill complex is on the south bank of the Potomac River in Jefferson County, West ia, approximately one mile east of Shepherdstown on River Road. The site contains the stone foundations of the mill, the kilns, the exterior walls of the warehouse, and the river wall.

The Shepherdstown River Lock is one of only three river locks on the Canal. Built from gray limestone and meant to draw traffic from the ia side of the Potomac River, the lock was used by Boteler's Mill most often, shipping and receiving cement and coal materials via canal boat. At mile marker 72.5 you can see the remains of this river lock.

Fitz John Porter and his Union troops arrived on the morning of the 19th. Artillery fired from both sides of the Potomac for two days. On the 20th, a reconnaissance in force crossed the river, and a bloody battle ensued in the cliffs and ravines around the Shepherdstown cement mill.

Until Stuart's death Hagan served as Chief of Scouts, and Chief of Couriers. Upon the death of Stuart, Hagan became an aide de camp to Gen. Wade Hampton. After the war, Hagan held several managerial positions in Shepherdstown, including superintendent of the Potomac Cement Mill, until his death in 1895.

The Round Top Hydraulic Cement Company operated at this site from 1863 to 1909, producing 2,200 barrels of hydraulic cement per week. By the 1880's it was one of Washington County's most flourishing businesses. In 1838, George Shafer was authorized by the canal company to build a cement mill at the foot of Round Top Hill.
